Welcome to the CTPR Ideal Government IT Strategy project

About

This is a UK-based collaboration to develop the best possible government IT strategy and present it to the main political parties. The development process is "broad tent", welcoming participation on a broad and non-partisan basis.

Ideal Government and the Centre for Technology Policy Research (CTPR) are putting up £1000 for a launch party early March 2010, with some prizes for the best contributions. Everyone who contributes is invited to the party - more details online anon.

The output will be placed in front of all three main political parties to inform pre-election planning.

You can participate either by adding comments to the relevant sections or by directly editing the content itself (this requires simple and painless registration). Whichever route you choose, we will take account of all comments (positive and critical) received. Then Jerry from CTPR and William from IdealGov will edit this down into slides and a booklet. The proposed structure is as follows:

The strategy itself

First we state very briefly and in plain lay terms the role of contempory technology in future public services.

The more detailed work and specific action points are structured under the evolving series of headings below. Click on any of these to read the content of that section and add your comments or edit the contents to help improve them:

- governance of public-sector IT
- technical architecture which supports the real-world intention
- procurement of technology and tech-based services
- design that works for front line staff and users
- basis for participative public services
- public data
- personal data
- identity, authentication and getting access on line
- information assurance and cybersecurity
- trust, dignity & legality under human rights & DP law
- political engagement, openness and trust in the political process
- and above all saving vast, vast amounts of money

There's also a "think big" page how do we focus on the really big changes IT could bring: namely, the complete re-thinking and re-design of the UK's public services? started by Wingham Rowan; more big, radical transformative ideas welcome here.

Appendix: we'll also need

- research papers/references and links to source material

We want a simple, articulate and clear final vision/strategy document of just a few pages, underpinned by the more detailed evidence and thinking developed on this site as a supplementary document.
