Many of the challenges that have prevented successful redesign are little to do with IT and more to do with trust between different Whitehall, regional, devolved and local owners. For example, when some years ago it was proposed to deliver a joined-up benefits service through local government (enabling citizens to apply just once and then find out which of 64+ benefits they might be entitled to), it was blocked by the DWP - who did not trust local government to deliver DWP's services. So citizens had to continue to fill in many different forms to many different local and central agencies.
A revised governance model for IT will need to include a wider governance framework that enables IT design and policy design to be co-created. Otherwise the many ambitious plans that continue to be proposed (and which have existed by and large as aspirations for the last 20 or so years) will continue to founder.
This raises some other issues: IT could help redesign and improve services within the existing framework (as with the above example, which would have provided a single front end service that sat in front of the 64+ different backends services). However, there are more fundamental re-design issues that should be addressed at the policy level. IT can only paper over the cracks for so long. Why are there 64+ different benefits? Why, at the policy level, is there not for example a single welfare payment, which may within it have different discretionary or mandatory additional elements? Not only is there a signficant simplicity dividend to be taken from re-thinking policy in terms of what IT now makes possible, but also in terms of the complexity and associated cost of the IT systems then required to deliver such policies.
Simplicity is a core principles of good design. It needs to be applied to policymaking and IT thinking too.

Policymakers need to be able to understand the full range of technological models that might help them better achieve their objectives, rather than jumping straight into solution mood.
Many frontline public sector workers are aware of the failings of the current system as much as the recipients. Many of the arcane/byzantine processes they have to follow are based around back-end compliance with dated and incompatible systems (often arising from the slow aggregation of often contradictory legislation) rather than front end service delivery. The Whitehall culture of metrics and measuring everything also takes its toll, impacting the quality and effectiveness of the services it was notionally there to help improve in the first place.
So we need to model services around the realities of what citizens and frontline workers need in their daily lives. Services should not start at the backend and then be propagated to the frontline: the model needs to be reversed.

IT does not exist for its own ends: it should only be there if it helps provide better public services for public workers, citizens or businesses. It should help to make things work better, improving services and enabling public sector finances to deliver more value to taxpayer and recipient alike.
How do we ensure that IT thinking and design is always rooted in the end needs of those it is there to serve, not those who feed and water the IT machine?
