A list of some of the major Government ICT reports and plans since 1998 or so can be found [[http://ctpr.org/?page_id=232 here]].
They are well worth looking through - many of the ideas and aspirations they contain are they same as those being thrown around now. The big issue they raise is why no real delivery happened.... which suggests the biggest challenge of all is going to be making things happen, not just producing nice reports sitting on shelves.

There are few government documents that tackle the overall governance of IT in the context of its direct contribution to improving the UK's public services. The best we have found is the document from 2000, developed by the Cabinet Office's now defunct Central IT Unit (CITU), entitled "e-government: a strategic framework for public services in the Information Age."
